Ratified by Congress in 2001, the central focus of the No Student Left Behind Act is to improve the performance of America's primary and secondary schools. To accomplish this goal, the act increases the accountability standards of states and school districts, with ultimate responsibility for students' success falling on educators' shoulders. Among its list of stipulations, the act requires that all teachers be "highly qualified," as defined by the law, by the end of the current school year.
In a statement before the House Budget Seminar in June 2003 -- just nineteen months after the No Child Left Behind Act had been passed—National Education Association President Reg Weaver revealed some sobering statistics. In California alone, more than 3,000 teachers had already been handed their pink slips thanks to No Child Left Behind guidelines and unfulfilled promises. Even more startling, 4,000 educational support professionals had been fired in the state prior to this mass reduction.
